Sewer Flooding Wiltshire Homes | What Chippenham Tells Us
Wessex Water is spending £2m fixing Chippenham's overwhelmed combined sewer. Salisbury has the same problem under its streets. Here's what to do about it.
Wessex Water is currently digging a hole ten metres deep in Chippenham. That's roughly the height of a three-storey building, straight down into the ground, to install a storm-storage tank that holds 250,000 litres. A quarter of a million litres. The whole scheme is costing £2 million and running until 27 September 2026, with road closures on Black Cross and Long Close disrupting the town while the work gets done.
The reason? The existing combined sewer under those Chippenham streets couldn't cope with heavy rainfall. Surcharging into people's homes. Overflowing into the River Avon. The system wasn't broken so much as simply overwhelmed, because it was never designed for the volume of water now hitting it.
I'll say it plainly: the same vulnerability exists under half the older streets in Salisbury. And most homeowners on those streets have no idea.
What a Combined Sewer Actually Is
In a modern estate, foul drainage and surface water drainage are separate. Your toilet goes one way, your roof runoff goes another. They never meet.
Under older streets, including large parts of SP1 and SP2, that separation doesn't exist. One pipe takes everything: sewage, kitchen waste, rainwater from gutters, runoff from drives. It's called a combined sewer, and in dry weather it functions fine. In heavy rain it gets hammered. The volume spikes suddenly and dramatically, and if the pipe's capacity is already compromised by root ingress, sediment build-up or partial collapse, the water has nowhere to go but back up.
Back up means into your basement. Into your bath. Through your inspection chamber lid and across your garden.
Chippenham's £2 million fix is a direct response to exactly that scenario. Wessex Water looked at the problem, modelled the rainfall, and concluded the only answer was massive underground storage to absorb the peak flow. That's an expensive admission that the network can't handle what it now faces.
Why Salisbury Has the Same Exposure
I've pulled enough out of drains in the Cathedral Close area, in Fisherton Anger, around St Martin's and through the older terraces in Milford to know what the network looks like under Salisbury's historic streets. Clay pipes, mostly. Some vitrified, some old salt-glazed. Good pipes in their day, but they crack. Tree roots from the planes and limes along the Avon footpaths find every joint. Ground movement during dry summers and wet winters works on those joints for decades.
When a lateral, that's the private drain run connecting your property to the public sewer, develops cracks or root intrusion, two things happen. First, blockages build up faster, because the pipe's bore is compromised. Second, and this is the one most people miss, groundwater infiltrates the pipe during heavy rain. Clean water from the surrounding soil enters the cracked pipe and adds to the flow in the combined sewer downstream. It's called groundwater infiltration, and it's a genuine contributor to network surcharging.
So you might think your drain is someone else's problem. But if your private lateral is cracked and leaking groundwater into the system, you're adding to the load that eventually backs up into your neighbour's property or overflows into the Avon. You're part of the problem, without knowing it.
I had a job last month in Bemerton Heath where a homeowner called us because their inspection chamber was filling up in heavy rain even when they weren't putting anything down the drain. CCTV showed a 60mm root intrusion through a clay joint about four metres from the chamber, plus a partial collapse further along the run. The pipe was essentially acting as a drain for the surrounding soil every time it rained. Once we relined that section, the chamber stopped filling. Simple cause, straightforward fix, but the homeowner had lived with it for two winters thinking it was a Wessex Water problem.
Autumn Is When Combined Sewers Fail
Summer gives everyone a false sense of security. Drains that are partially compromised often cope fine in dry weather. The blockage doesn't fully declare itself. The cracked pipe doesn't flood the chamber. Everything feels okay.
Then September and October arrive. Wiltshire gets its first sustained rainfall of the autumn. The clay ground, baked hard over summer, takes time to absorb the water and sheds a lot of it into surface drainage and, through those cracked laterals, into the foul network. Combined sewers that were limping along fine in July suddenly can't cope.
That's when I get the emergency calls from Laverstock and Netherhampton and the older streets off Wilton Road. That's when people in Harnham find out their drainage run has a problem that's been building since spring. I'd rather have those conversations in August, when we can fix the issue properly, than at 9pm on a wet Tuesday in October when the only option is emergency jetting and a temporary fix.
What a CCTV Survey Actually Tells You
A CCTV drain survey sends a camera through your private lateral from the inspection chamber to the point it connects with the public sewer. We can see:
- Root intrusion and how severe it is
- Partial or full pipe collapse
- Displaced joints letting in groundwater
- Grease and sediment build-up narrowing the bore
- Incorrect gradients causing ponding
The report gives you a clear picture of whether your drainage run needs attention now, can wait until next year, or is fine. That's useful information regardless. If you're a landlord with older properties in St Francis or Churchfields, it's arguably essential, because tenant reports of slow drainage are often a late indicator of a problem that's been developing for a long time.
A survey before the wet season is not alarmist. It's just sensible, in the same way you'd check a roof before winter.
What Chippenham's Scheme Should Remind Us
Wessex Water doesn't spend £2 million unless it has to. That scheme exists because the network failed repeatedly and the evidence was undeniable. The company is rightly investing in public infrastructure.
But Wessex Water is responsible for the public sewer. Your private lateral is yours. The responsibility for keeping it clear, intact and not contributing to a wider network problem sits with you as the property owner. That boundary is clearly defined in the sewerage regulations, and it catches a lot of homeowners off guard when a problem is traced back to their private drain run.
The Chippenham project is a reminder that combined sewer systems across Wiltshire, including under Salisbury's older streets, are already under pressure from rainfall events that are becoming more intense. Adding a compromised private lateral into that system is like running a slow puncture on a motorway. It might hold for a while. It might not.
